Konfindustria, based on data stemming from the industrial sectors in Albania, notes repeatedly and with concern that the Reference Custom System is striking down harshly the Albanian domestic production, thus utterly favoring unfair import products. This phenomenon has especially affected the following: the mechanical industry, the meat packaging industry, the duralumin production industry, the manufacturing industry of iron profiles and TIN, the paper production industry, the manufacturing industry of soft drinks, etc. 

 

For several months, Konfindustria has officially requested the Ministry of Finance and the General Directorate of Customs to intervene as soon as possible in order to improve the critical condition of the Albanian industry. Such a condition is due to the customs reference system of the import type �ready product�, many of which are lower than the values of the international market. To date, there are no ongoing palpable actions to improve the situation.

 

After the latest changes committed in the months August-September 2009 by the Directorate General of Customs, the situation has become even more disturbing, even though the Reference customs import raw materials have considerably increased in number as for many finished products of the same type, the prices have remained unchanging and significantly lower compared to international prices. Based on official sources, still approximately 30% of customs declarations in Albania, are executed according to pre-defined references.
