Konfindustria, accepts in principle the main pillars of the 2011 budget as: It�s size of nearly $ 4 milliard, including here the release of eurobond and � the theoretical reduction of the fiscal pressure of about 0.2 points, considering the constant demand of bisnesses and industries to the market lacked liquidity. Actually, this is a direct expression about the consequences of the ongoing global crisis. 

Konfindustria sees it as appropriate that the state institutions should carefully value the necessary policies to ensure the estimated revenues in the budget. On the other hand, based on the comparative current data, the projected growth of about 5.5% of PPB for the 2011, is not an easily attainable goal.

 

Therefore, Konfindustria has its remarks in two main directions about the way the 2011 budget is constructed:

- First off, the budget of 2011 inherits the old way of selecting projects to be financed, without presenting the evaluation of the economical - financial comparison in terms of public usefulness.

Konfindustria advises that the 2011 capital investment budget be revised to focus on several large projects in strategic, economical sectors such as :
Tourism�when there�s urgency in avoiding pollution through the construction of plants for processing of solid waste and liquid.

Stradal and port infrastructure in some key projects of national importance rather than subjectively selected are financially and economically evaluated.

 

- Secondly,� in the 2011 budget, there is provided a significant number and a pronounced projects separation, envisaged to be financed, which seriously risks the reduction of effectiveness, quality, the increased abuse of public money in terms of the incoming election campaign. The fragmentations of public investment in a fairly large number of projects, spread across the geographical area of the country, risk the effectiveness of investment and waste of public money. Experience to date has clearly shown that only the focused investment in strategic sectors, can change the current situation of poor quality and ineffective expenditure of some very large infrastructure works, funded by the state budget.

 

Konfindustria advises taking into account the above remarks:

Just �when: 1 - Albania's public finances (as well as in a majority of countries because of the global crisis) have suffered strokes, 2 - the world's money markets are sensitive and therefore more expensive and 3 - budgetary revenues from domestic sources and foreign loans are provided with many difficulties],

otherwise we will have to face the phenomenon of an unacceptable abuse of public money which is being used in a low effective way.
