Alb-Confindustry assesses the difficult situation of the Albanian economy mainly in the industry sector due to the prolonged lack of liquidity in the market, and supports in principle the proposal of exceeding the debt limit of 60% for the 2013 budget year. Alb-Confindustry estimates that it is imperative to achieve a certain level of expenditure in the conditions when the economy financing from the banking system has reached to the lowest historical figures and business is facing a continuing decline of the indicators of the domestic consumption due to objective and psychological reasons. The necessity of providing a reasonable level of budget expenditure increases, when one considers that the country risks serious energy crisis not only because of the weather conditions, but moreover of the disputes between the government and the monopoly company of electricity distribution in the country � CEZ Distribution S.A.. Alb-Confindustry has simultaneously required the government to undertake all the necessary measures, in order to guarantee the energy supply and clarify both the business and Albanian citizens about the planning of all management options of the energy distribution operator notwithstanding the legal confrontation of CEZ Distribution S.A. with Energy Regulatory Entity � ERE. Alb-Confindustry acknowledges that the 2013 budget should be percived as an emergency budget given the significant reduction in the fiscal yield of the local economy during 2011 clearly expressed in the reduction of some USD 165 million projected revenues only in the first 10 months of the ongoing financial year. Continuous negative data have appeared over the span of the last four years particularly from the industry sectors that produce for the domestic market and the apparel goods manufacturers due to the steep decline in demand from the foreign consumer markets.
